The Maine Department of Health and Human Services (DHHS) Office of the Health Insurance Marketplace (OHIM) will release biweekly updates on plan selections through CoverME.gov, Maine’s Health Insurance Marketplace.
Plan selections provide a snapshot of activity by new and returning consumers who have selected a plan for 2024. “Plan selections” become “enrollments” once consumers have paid their first monthly premium to begin insurance. These numbers are subject to change as consumers may modify or cancel plans after their initial selection.
The deadline to select a plan for coverage beginning January 1, 2024 is December 15, 2023. Consumers who select a plan between December 16, 2023 and January 16, 2024 will have coverage beginning February 1, 2024.

By comparison, last year Access Health CT reported enrolling 103,380 people through December 30th (one extra day since Nov. 1st fell on a Tuesday last year); this also included auto-renewals:

2024: 122,656 in 59 days (2,079/day)
In other words, Connect's ACA exchange has enrolled 20.7% more people per day so far.
SACRAMENTO, Calif. — With a key deadline coming up on Dec. 31, Covered California announced that 161,670 people have signed up for 2024 coverage as of Dec. 23 during this open enrollment, marking an 18 percent increase over the same period last year and the highest during this same period in four years.
Another 1,571,559 Californians have renewed their coverage so far.
That's 1,733,229 QHP selections to date. By comparison, last year the combined new+renewal enrollment in CA was 1,676,616 through 12/24, meaning the 2024 Open Enrollment Period is actually running more like 5.3% higher than last year on a per day basis:

In other words, Connect's ACA exchange has enrolled 21% more people per day so far.
Three key takeaways from the CMS snapshot of the first 18 days of Open Enrollment:
1. HealthSherpa is up nearly 70% year over year, with over 2.4 million people enrolled.
2. The entire Federal Marketplace is up 40% year over year, with almost 4.1 million people covered in the same time frame.
3. We estimate that 2 out of 3 new enrollments in Federal Marketplace states - people newly covered by the ACA - came through HealthSherpa.

Covered Lives: 2.43M
At the time, 2.43 million enrollees via Sherpa and their affiliates represented roughly 60% of all HC.gov enrollees for the first 18 days of the 2024 ACA Open Enrollment Period.
Just 3 days ago, I posted a revised 2024 ACA Open Enrollment Period projection, in which I upgraded my prior projection from 18.5 million Americans signing up for either Qualified Health Plans (QHPs) or Basic Health Plans (BHPs) combined nationally to over 19 million doing so. That 18.5M projection was itself a drop from my original projection of 19M QHPs + BHPs combined from a month earlier.
I delved into the various reasons for both my original and revised projections, but the bottom line is that I figured it would end up being somewhere in the neighborhood of 19 - 19.5 million, give or take, likely broken out something like ~18 million QHPs plus another ~1.3 million BHPs in New York & Minnesota only.
I even included 20 million as an outside possibility.

Today, the U.S. Department of Health and Human Services (HHS) released new data on state Medicaid and Children’s Health Insurance Program (CHIP) enrollment changes among children and youth since full eligibility renewals for these programs restarted earlier this year. The data released today make it clear that state policy choices have real consequences for children and families during Medicaid and CHIP renewals. States that take up proven flexibilities and strategies from the Centers for Medicare & Medicaid Services (CMS) are better able to protect kids’ coverage – especially when the state has also expanded Medicaid.
Washingtonians can still enroll in or change their plan for a Feb. 1, 2024, effective date.
Dec. 15, was the last day to buy a 2024 health plan for it to begin on Jan. 1, 2024, for all Washingtonians regardless of citizenship status. However, it’s not too late for customers to enroll in, or change, their 2024 plan at Washington Healthplanfinder. If enrollment or a change in a plan happens by Jan. 15, coverage can start on Feb. 1.
They typically release state-level breakout estimates of the total U.S. individual market once or twice a year. They last did so in July 2023, although they only included a national total at the time, pegging it at around 19.5 million as of the end of March.

This incredible start to MNsure’s annual enrollment period sets a new early enrollment record for the marketplace. Private health plan sign-ups have increased by 11% compared to the same time last year. With enhanced federal tax credits available only through MNsure, eligible families will save $6,750 in 2024, on average, and spend 5% less on private health plan premiums than they did this year.
Back on November 5th, just a few days into the 2024 Open Enrollment Period, I did some back-of-the-math number crunching and concluded that the odds were pretty good that total 2024 OEP ACA enrollment (including both exchange-based Qualified Health Plans, or QHPs, as well as enrollment in Basic Health Plans (BHPs) in New York & Minnesota only) would break 19 million people for the first time in the ACA's history.

Good grief. I have no idea how I missed this legislation. I had read about and even written about it several times over the past several years, but I sort of lost track of it since the COVID pandemic hit.
Back in 2016, California passed a bill which extened eligibility for Medi-Cal (California's brand name for Medicaid) to around 170,000 undocumented children statewide...although this ultimately ended up resulting in around 250,000 children being added to the roles.
The Centers for Medicare & Medicaid Services (CMS) has been a bit odd when it comes to announcing new states joining the 12-month postpartum Medicaid coverage approval. Friday is the last day to enroll to ensure coverage for January 2024
Belgrade, MAINE – During a visit to Belgrade Regional Health Center today, Governor Mills reminded Maine residents who lack affordable health coverage that Friday, December 15, 2023, is the deadline to sign up through CoverME.gov, Maine’s health insurance marketplace, for an affordable health plan that starts at the beginning of the new year.
The Governor urged Maine people to act to prevent gaps in coverage that could result in barriers to health care or unaffordable bills. Maine people who sign up by 11:59 p.m. Friday will have coverage effective on January 1, 2024.
Consumers who enroll after Friday’s deadline will miss coverage for January 2024 but – if they sign up by January 16 – will qualify for health insurance that takes effect on February 1, 2024.
U.S. health care spending grew 4.1% to reach $4.5 trillion in 2022, faster than the increase of 3.2% in 2021, but much slower than the rate of 10.6% in 2020. Indianapolis – The Indiana Department of Insurance is issuing a warning to Hoosiers seeking health insurance coverage through the Federal Marketplace. The department advises caution regarding websites offering rewards like debit or cash cards in exchange for signing up through them. These “lead generating” websites collect users’ personal information and may provide inaccurate information about insurance coverage. The department urges Indiana residents to exercise skepticism regarding third-party websites promoting marketplace health plans and incentives.
“Consumers should verify information directly through official marketplace resources before entering any personal details or selecting a plan,” stated Alexandria Peck, Indiana Department of Insurance Chief Deputy Commissioner of Compliance. If you suspect fraud, contact the Indiana Attorney General’s office.

But Gary Cohen, who spearheads exchange implementation for the U.S. Department of Health and Human Services, said some of the approved states face hurdles that could require Washington to step in with federal exchanges before open enrollment starts on Oct. 1.

In other words, Connect's ACA exchange has enrolled 16.9% more people per day so far.
As I noted in the prior entry, QHP enrollment is running ahead of last year so far in 45 states so far, with it running more than 50% higher in over a dozen of them and more than twice as high in Mississippi.
Another way of looking at this is to compare the confirmed current QHP enrollment in every state as of the most recent data (12/02/23 for HC.gov states; 11/25/23 for SBM states) against the final total QHP enrollment as of the end of the 2023 Open Enrollment Period.
This is obviously isn't a fair comparison since there's still a full 40 days left for people to enroll and because auto-renewals still have to be added to the federal exchange states. However, it's still interesting to take a look.
For the SBM states, I've included their auto-renewals as reported in either the CMS snapshot report or, in a few cases, even more recent combined enrollment data from the SBMs themselves.

Connect for Health Colorado continues to set new enrollment records.
DENVER— Today is Get Covered Colorado Day. This day of action was created to encourage as many Coloradans as possible to enroll in 2024 health coverage during the annual Open Enrollment Period. Connect for Health Colorado, the state’s official health insurance marketplace, reports that in the first five weeks of Open Enrollment, 184,240 residents have enrolled in a health insurance plan. This is 29 percent ahead of the same day last year.
...The graph below shows how these numbers have increased since the same time period last year. I've had to adjust slightly for the fact that there's one fewer day included for both the federal exchange (32 days vs. 33) and the state exchanges (25 days vs. 26).
I've also had to adjust for the fact that Virginia moved from the federal exchange to its own state-based exchange this year, which is further complicated by CMS reporting 5 weeks for the federal exchange but only 4 weeks for state-based exchange. Otherwise, the subtotals are accurate, while the new/returning breakout for 2023 are estimates,but should still be pretty close:

Enrollment increases continue as the deadline for January coverage fast approaches
Nearly 7.3 million people have selected an Affordable Care Act (ACA) Health Insurance Marketplace plan since the 2024 Marketplace Open Enrollment Period (OEP) opened on November 1. This represents activity through December 2 (Week 5) for the 32 states using HealthCare.gov and through November 25 (Week 4) for the 18 states and the District of Columbia with State-based Marketplaces (SBMs). Total plan selections include more than 1.6 million people (23% of total) who are new to the Marketplaces for 2024, and 5.7 million people (77% of total) who have active 2023 coverage and returned to their respective Marketplaces to renew their coverage or select a new plan for 2024.

Since Donald Trump was defeated in the 2020 Presidential election, most people seemed to be under the impression that the Republican Party's decade-long obsession with tearing down President Obama's signature legislative accomplishment, the Patient Protection & Affordable Care Act, was finally over.
As regular readers know, every year I pore over hundreds of annual health insurance policy rate filings from carriers participating in the individual and small group markets, attempting to run weighted average rate changes on a state-by-state level. I then compile all 50 states (+DC) into a national weighted average rate change table.
I generally do this twice for every state: First, over the spring and summer, I crunch the numbers for the carriers preliminary rate change requests. These are submitted to the state regulatory authorities (or in a few cases, federal regulators), who run their own actuarial analysis and then either approve the requests as is, lower the requested rates or (in a few cases) even raise rates more than requested, since part of the regulators job is to ensure that the insurance carriers have enough cash flow to actually pay their claims over the upcoming year.
Every month for years now, the Centers for Medicare & Medicare Services (CMS) has published a monthly press release with a breakout of total Medicare, Medicaid & CHIP enrollment; the most recent one was posted in late February, and ran through November 2022.
In August 2023, 89,994,594 individuals were enrolled in Medicaid and CHIP.
83,029,628 individuals were enrolled in Medicaid in August 2023, a decrease of 1,488,269 individuals (1.8%) from July 2023.
6,964,966 individuals were enrolled in CHIP in August 2023, a decrease of 30,312 individuals (0.4%) from July 2023.
As of August 2023, enrollment in Medicaid and CHIP has decreased by 3,862,970 individuals since March 2023, the final month of the Medicaid continuous enrollment condition under the Families First Coronavirus Response Act (FFCRA) and amended by the Consolidated Appropriations Act, 2023.

The Maine Department of Health and Human Services (DHHS) Office of the Health Insurance Marketplace (OHIM) will release biweekly updates on plan selections through CoverME.gov, Maine’s Health Insurance Marketplace.
Plan selections provide a snapshot of activity by new and returning consumers who have selected a plan for 2024. “Plan selections” become “enrollments” once consumers have paid their first monthly premium to begin insurance. These numbers are subject to change as consumers may modify or cancel plans after their initial selection.
The deadline to select a plan for coverage beginning January 1, 2024 is December 15, 2023. Consumers who select a plan between December 16, 2023 and January 16, 2024 will have coverage beginning February 1, 2024.

It's my understanding that "Acquisition Summary" refers to CT residents who are brand-new enrollees (never enrolled via the exchange before).
The 102.6K figure includes auto-renewals being piled on top of the new/active renewal tally.
By comparison, last year Access Health CT reported enrolling 89,975 people through December 1st (one extra day since Nov. 1st fell on a Tuesday last year); this also included auto-renewals:
2023: 89,975 in 31 days (2,902/day)
2024: 102,606 in 30 days (3,420/day)
In other words, Connect's ACA exchange has enrolled 17.8% more people per day so far.
