Congress Urged to Act Now to Prevent Increase in Health Coverage Costs For Pennsylvanians

The enhanced premium tax credits from the American Rescue Plan and the Inflation Reduction Act have placed high-quality health coverage within reach for hundreds of thousands of Pennsylvanians. Unless Congress extends these savings, many Pennsylvanians will lose the coverage that protects their health and financial security.

Pennsylvania – September 11, 2024 – Yesterday, Devon Trolley, Executive Director of Pennie – PA’s official health insurance marketplace – and Chairman of the Pennie Board, Michael Humphreys, issued a letter to Pennsylvania’s representatives in Congress strongly urging them to act now to extend the enhanced premium tax credits that dramatically reduce the cost of health coverage through Pennie for hundreds of thousands of Pennsylvanians.

Pennie Has Issued a New Request for Proposal (RFP) for an Enrollment Assister Contract to Expand Support Across Pennsylvania Communities  

Pennie is seeking an organization to build grassroots awareness and provide direct enrollment assistance to Pennsylvanians seeking health coverage. Proposals due at 1 pm on June 27th.   

Harrisburg, PA – May 2024 – Pennie, PA’s official health insurance marketplace, has issued a Request for Proposal for Assister Services.  The awardee will collaboratively drive statewide activities to increase awareness of the financial help and health coverage available through Pennie, and work directly with community organizations to provide local, in-person enrollment assistance.  

The primary goals of this project are to:  

As I noted in my deep dive into "Gold or Better Enrollment" last week, there are three main reasons why nearly 63% of all ACA exchange enrollees nationally have healthcare policies with 80% or higher Actuarial Values this year:

  • The enhanced federal subsidies provided by the Inflation Reduction Act (set to expire at the end of 2025);
  • Some states (but not most yet, unfortunately) fully embracing robust Premium Alignment w/maximized Silver Loading policies; and
  • About half the states which operate their own full ACA exchange offering supplemental financial subsidies to either reduce premiums, reduce cost sharing or both.

The last bullet includes California, Colorado, Connecticut, Maryland, Massachusetts, New Jersey, New Mexico, Vermont and Washington State. In addition, both Minnesota and New York have large numbers of enrollees in their respective Basic Health Plan programs (New York just expanded theirs), which may or may not be considered "state-based subsidies" depending on your perspective.

Harrisburg, PA – Today, Pennie – PA's official health insurance marketplace – announced that a record nearly 435,000 Pennsylvanians are now covered with affordable, high-quality health coverage through Pennie. This represents a 17% increase compared to this time last year, far exceeding the average annual increase of 1%. Marketplace enrollment has increased by over 150,000 in the four years since Pennsylvania took over ownership and operations from the federal marketplace (healthcare.gov) – a 56% increase.

Allentown, PA – Pennsylvania Department of Human Services (DHS) Secretary Dr. Val Arkoosh, Pennie® Executive Director Devon Trolley, and Pennsylvania Insurance Department (PID) Deputy Commissioner Dave Buono joined representatives from Star Community Health today to discuss how the Shapiro Administration and local partners are working together to support Pennsylvanians through federal changes to Medicaid and CHIP renewal requirements, reminding those who do not have health insurance that they can still enroll in coverage for 2024.

Philadelphia – Today, Pennie Executive Director Devon Trolley, Pennsylvania Insurance Department (PID) Commissioner Michael Humphreys, Pennsylvania Department of Human Services (DHS) Secretary Dr. Val Arkoosh, and Pennsylvania Senator Sharif Street announced an extension until Jan. 19 to enroll in 2024 health coverage through Pennie. Pennie’s Open Enrollment Period typically ends on Jan. 15, but due to the Martin Luther King Jr. holiday, Pennsylvanians will have more time to enroll in a health plan for 2024.

Pennie is Pennsylvania’s official health insurance marketplace and the only place where Pennsylvanians can get financial savings to reduce the cost of coverage and care. Currently, 9 in 10 enrollees qualify and save over $500 a month on average.

Harrisburg, PA – 12/19/23 – Following Pennie’s first Open Enrollment deadline, a record number of over 405,000 Pennsylvanians enrolled through PA’s official health insurance marketplace (pennie.com) with coverage starting January 1st.

For anyone who missed the first deadline, there is still time to apply, shop, and enroll in a 2024 health plan for coverage beginning February 1st.  Open Enrollment is the only time of year to shop for 2024 coverage, and Pennsylvanians must enroll by January 15th. Waiting until an illness or injury strikes will be too late.

The record high enrollment numbers are a promising step toward Pennie’s mission of expanding access to affordable health coverage. Pennie is the only place where Pennsylvanians can get financial savings to reduce the cost of coverage and care. Currently, nine in 10 enrollees qualify and save more than $500 a month on average.
