New Jersey Department of Banking and Insurance Establishes Extended Special Enrollment Period at Get Covered New Jersey for Individuals Losing NJ FamilyCare Coverage
TRENTON – New Jersey Department of Banking and Insurance Commissioner Marlene Caride today announced the creation of an extended Special Enrollment Period for individuals who are no longer eligible for NJ FamilyCare and qualify for health insurance through Get Covered New Jersey, the state’s Official Health Insurance Marketplace.
Per federal law, the Department of Human Services is restarting eligibility reviews for NJ FamilyCare as of April 1, which will result in some individuals who are no longer eligible being disenrolled from the program. For those who no longer qualify for NJ FamilyCare because their income is too high, they may be eligible to obtain health coverage through Get Covered New Jersey and may be able to get help paying for premiums.

TRENTON – The Centers for Medicare and Medicaid Services (CMS) has approved innovative NJ FamilyCare projects designed to address priorities such as housing, integrating behavioral and physical health services, and new and creative approaches to providing care.
CMS signed off on the projects by approving NJ FamilyCare’s Comprehensive 1115 Demonstration renewal. The 1115 demonstration provides the state with federal authority to operate large parts of the NJ FamilyCare program. The approval is in effect from April 1, 2023 through June 30, 2028.

TRENTON — Following votes by the boards of both the Individual Health Coverage Program and the Small Employer Health Benefits Program, the New Jersey Department of Banking and Insurance today announced that requirements for comprehensive abortion coverage among insurers in the individual and small employer markets will take effect for the start of the 2023 plan year on January 1, 2023.
The department issued a study last month that found a need for regulatory action to require coverage for abortion services without exceptions under health benefits plans regulated by the department. The study was performed as part of the implementation of the historic Freedom of Reproductive Choice Act signed by Governor Phil Murphy earlier this year.
At the department’s request, the Individual Health Coverage Program and the Small Employer Health Benefits Program boards began the process last month to implement coverage changes and the boards voted unanimously yesterday to formally accept the changes.

Consumers will also have more choice with Aetna now offering plans on the marketplace, increasing the overall number of carriers for the second consecutive year.
“Since launching our own health insurance marketplace, the Murphy Administration has been committed to increasing access to quality, affordable health coverage through Get Covered New Jersey,” said Commissioner Marlene Caride. “For the upcoming year, we have expanded the number of carriers offering plans through Get Covered New Jersey to five, up from three in 2020, and will continue to provide record levels of financial help to lower premiums.”
TRENTON —The New Jersey Department of Banking and Insurance today announced that it has determined that Horizon Blue Cross Blue Shield of New Jersey’s application to reorganize its corporate structure as a nonprofit mutual holding company is complete. The application is available at: nj.gov/hschearings/ along with information on how to register to attend upcoming public hearings.
The department will hold three public hearings on the plan to form a mutual holding company as required by statute (P.L. 2020 c. 145).
“As part of the public hearing process, Horizon Blue Cross Blue Shield of New Jersey will present an overview of their plan to reorganize as a mutual holding company,” said Commissioner Marlene Caride. “The public will have multiple opportunities to share comments on the application and plan through one in-person hearing, two virtual sessions as well as the submission of written comments.”
