It's my understanding that "Acquisition Summary" refers to CT residents who are brand-new enrollees (never enrolled via the exchange before).
The report was posted this morning so it obviously only includes enrollment data through yesterday (Nov. 9th).
It's worth noting that last year, Access Health CT reported enrolling 10,011 people through Nov. 10th (one extra day since Nov. 1st fell on a Tuesday last year).

(Nov. 2, 2023) — Access Health CT (AHCT) today announced it will hold six enrollment fairs in November to help Connecticut residents shop, compare, and enroll or renew their health coverage during the current Open Enrollment period. Enrollment fairs are one-day events that provide customers free, in-person help from enrollment specialists. These events will take place in Danbury, Hartford, New Haven, New London, Stamford and West Haven.
Connecticut residents can shop, compare and enroll in quality health insurance plans from Nov. 1, 2023 through Jan. 15, 2024
HARTFORD, Conn. (Nov. 1, 2023) — Access Health CT (AHCT) today announced the Open Enrollment period will take place Nov. 1, 2023 to Jan. 15, 2024 for health insurance plans for 2024. Connecticut residents can shop, compare, and enroll or renew their health insurance plans with coverage beginning in the 2024 plan year.
Customers must enroll on or before Dec. 15, 2023 for coverage to begin Jan. 1, 2024. Customers who enroll between Dec. 16, 2023 and Jan. 15, 2024 will have coverage starting Feb. 1, 2024.
AHCT is the only place Connecticut residents can qualify for financial help to lower health insurance costs. Open Enrollment gives customers the opportunity to review health coverage options to ensure they are making the best choice that meets their individual needs and budgets.

(Hartford, CT) – In a significant move to protect Connecticut consumers against unsupported health insurance cost increases, Connecticut Insurance Commissioner Andrew N. Mais announced today that the Connecticut Insurance Department (CID) continues to protect consumers by reducing health insurers’ 2024 requested rates, despite ongoing increases in underlying health care costs. These 2024 rates are for individual and small group plans offered on and off the state exchange Access Health CT. The Connecticut Insurance Department does not regulate self-funded plans which fall under the authority of the U.S. Department of Labor.

The events will take place in Bridgeport, East Hartford, Middletown and Torrington. HUSKY Health is Connecticut’s Medicaid program.

Connecticut residents that remain eligible for HUSKY Health will likely be automatically reenrolled; those that need to take action will receive mail with instructions.
The Connecticut Insurance Department has received a total of 10 rate filings from 9 health insurers for plans that will be available on the individual and small group market, both on and off the state-sponsored exchange, Access Health CT. As part of our regulatory responsibilities, we will conduct a thorough examination of these filings to ensure that the requested rates comply with state laws and regulations.
