Rhode Island added 301 new QHPs last week...but lost 220 to cancellations
Huh. Rhode Island didn't post any updates at all for the first 5 weeks of OE4, but has now posted weekly updates back to back:
INDIVIDUAL AND FAMILY ENROLLMENT As of December 10, 2016
- 27,555 individuals are enrolled in 2017 coverage through HSRI, paid and unpaid.
- The majority of these individuals are 2016 HSRI enrollees that were auto-renewed into a 2017 plan.
- 1,292 of the 27,555 individuals have selected a plan for 2017 coverage, and are new to HSRI this year or returning after being enrolled with HSRI at some point prior.
- 2,417 of the 27,555 individuals are enrolled in 2017 coverage through HSRI, and have paid their first month’s premium.
Again, Rhode Island is one of the state exchanges which "pre-auto-renews" everyone at once before the mid-December deadline, which means their renewal number starts very high and then drops off a bit as current enrollees cancel their renewals (opt-out) after the fact.
As a result, while they added 301 new enrollees last week (from 991 to 1,292 between 12/03 - 12/10), their net 2017 enrollment figure only went up by only 81 people (from 27,474 to 27,555). This means that 220 current enrollees presumably actively cancelled their 2017 renewals.
SHOP ENROLLMENT As of December 10, 2016
- Small employer accounts created: 2,466
- Small employer applications completed: 990
- Small employer enrollment (paid): 582
- These employers represent 4,649 covered lives
- 91% of small employers are enrolled in the Full Choice Model.
- 90% SHOP renewal rate (2016 to date).
My projection for RI this year is 40,000 people, so they're at 69% of my target. However, with the auto-renewals being pre-lumped in, it's difficult to tell whether they're "ahead" or "behind" where they should be at this point.
