Oregon: QHPs up to 47K after cleanup; March rate 3.3x that of February

Cover Oregon just posted an unexpected update (wasn't expecting this until tomorrow). They've added a couple of very interesting new features this week: First, they've started including dental policies, which has been pretty much ignored by everyone (including myself). I think Kentucky is the only other state that I've seen call any attention to the dental plans.

Of more interest to me for this site, however, is the fact that they've added net enrollments, explaining that these are the final number after people have "cancelled or terminated" their accounts. They don't specify the reasons for these terminations/cancellations (is it by the customer due to a change in status? is it by the exchange or insurance company for nonpayment?), but it's still a good thing overall as it helps give a truer picture of the situation.

In any event, it's a difference of 2,293, or about 4.6%, which isn't too bad, especially considering that even with those removed and Oregon's lousy website situation, they've still managed to increase their exchange QHPs by 2,161 since the 45,119 they had on 3/13.

In terms of Oregon's daily average, I have to use the total QHP number, since that's purely for measuring the rate of enrollments (ie, I'm pretty sure that most of 2,300 that they lopped off were originally enrolled well before the past week or so, so they aren't really relevant for this purpose). With this in mind, Oregon's March daily average is now at 330% of February's.

New Medicaid enrollments, meanwhile, are up to 107,869 from 100,822, an increase of 7,047.

Background: With two months of open enrollment completed, Cover Oregon is expanding the enrollment report beyond what is required by the federal Center for Consumer Information & Insurance Oversight to include net private insurance enrollments and also dental enrollments.

2 Net numbers are enrollments remaining in the system on this date after cancellations and terminations.
